New features

set_clock_offset(float ratio) added to all supported devices (PCF2131, PCF85053A, PCF85063A, PCF85063TP, PCF85263A): converts a frequency correction ratio to the device's offset register encoding, applies it, and returns the ratio actually applied after rounding to the nearest representable step. The ratio is dimensionless (e.g. -10 ppm = -10.0e-6), not a ppm value.
